Overview
California State Assembly Bill AB1417 established the Accountability Reporting for the Community Colleges (ARCC) program that required the California Community Colleges Board of Governors to recommend to the Legislature and Governor a workable structure (framework) for the annual evaluation of community college performance in meeting statewide educational outcome priorities.
This study develops a set of performance frameworks, performance indicators, and recommended approach to performance evaluation for discussion and review by an External Panel of Experts, a Statewide Oversight Committee of California Community College Leaders, the Department of Finance, and the Legislative Analyst's Office in response to the requirements of AB1417.
The Chancellor presented the report to the Speaker of the Speaker of the California State Assembly on April 6, 2005. This formed the basis of Accountability Reporting for Community Colleges (ARCC).
