Michelle Barton

Michelle Barton serves as the overall lead for the Strategic Enrollment Management project (SEM Project) and has been involved in every aspect of the design, development, and delivery of the SEM Project’s resources, tools, and professional development experience (the SEM Program).

Michelle has over twenty years of experience planning, conducting and disseminating all aspects of student-focused institutional research in the California Community Colleges system. Her experience includes facilitating, developing, and implementing strategic plans for community colleges and participating on state-level advisory groups in the areas of planning, accountability, and research.

Michelle is currently the Senior Director for Institutional Research, Planning, Effectiveness, and Grants for Palomar College. In this role, she leads the college in developing its vision plans, facilitates institutional research and grants, and serves as Palomar’s accreditation liaison officer. Before working with the California Community Colleges System, Michelle was a Senior Research Psychologist supporting the design and development of human resource systems for government clients such as the Department of Defense and the Federal Aviation Association. As a Senior Manager of Professional Development, she also developed management training and professional development programs for a national restaurant organization. Michelle earned her Master’s and Bachelor’s of Science degrees in psychology with an emphasis in industrial and organizational psychology from San Diego State University.
