EOPS Impact Study 2.0

 

 

Study on the effectiveness of the EOPS program in serving students with economic and/or social disadvantages.


Overview

The RP Group will replicate the impact study on the effects of EOPS participation we conducted in 2011-2012.

The previous ad hoc quasi-experimental study compared academic outcomes of a cohort of EOPS students between fall 2004 and fall 2007 at over 90 colleges to a statistically equivalent matched group of non-EOPS students enrolled at the same CCC during that time. Outcomes included:

  • Term-to-Term Persistence: A first-time student in fall who subsequently enrolled in any term in the following calendar year.

  • Attaining Transfer Ready Status within Three Years: Transfer Ready is the completion of 60 transferable units with at least a 2.0 GPA and the successful completion of any transfer-level English and any transfer-level math course by earning grades of A, B, C, P, or CR.

  • Earned a Degree or Certificate within Three Years: Includes only CCCCO-approved degrees. Can be broken out by discipline and award type to ascertain career technical education (CTE) outcomes.

This follow-up study will build on the 2012 study by examining additional outcomes data that align with Chancellor’s Office priorities found in the Vision for Success and Student Centered Funding Formula. Proposed additional metrics include:

  • One-year throughput rates in transfer-level English and math

  • Average degree-applicable units completed by degree earners

  • Combined and separated completion information by award types (certificate, associate degree, Associate Degree of Transfer, and bachelor’s degree)

  • Transfer to UC or CSU

Using a more recent cohort of students from fall 2010 through spring 2019, plus these additional metrics, will provide a more up-to-date understanding of EOPS student outcomes. The project will also contextualize the outcomes data with EOPS student reflections (via focus groups) from a select number of CCC to better understand the factors that contribute to their experience and success.

Expected Outcomes

As a result of this research, the CCC system will have a better understanding of the impacts of EOPS participation, how such impacts have changed since the original study a decade prior, and where there is room for growth.
