Overview

The California Community Colleges Extended Opportunity Programs and Services Association (CCCEOPSA) engaged the RP Group to study the effectiveness of the EOPS program in serving students with economic and/or social disadvantages. EOPS is designed to help these learners achieve their educational goals including obtaining job skills, occupational certificates, and associate degrees; and transferring to four-year institutions.   

The research team constructed and tracked a cohort of over 64,000 EOPS participants from 60 participating college districts representing 97 colleges over a three-year period. We compared this cohort with over 642,000 students who did not participate in the EOPS program during the same timeframe.

Outcomes:

Ultimately, the research found that EOPS students were higher than non-EOPS student on nearly all outcomes except for “transfer to a four-year university within three years.” For those who did transfer, EOPS students were more likely to transition to an in-state public university (i.e., California State University or University of California) while the non-EOPS comparison students were more likely to transfer to an in-state private university, including for-profit institutions, or an out-of-state university.
